I wanted to take a few minutes to share some important information with our community about the progress of our 2025 Bond projects, how Texas school funding works, and how our changing tax base could create new opportunities for Blooming Grove ISD.

Our goal is simple: Keep our community informed, be transparent, and make responsible decisions that benefit our students and taxpayers.

hello everybody John Gregg superintendent Blooming Grove ISD here uh last week we had a town hall meeting it was rainy and not very many people showed up so we thought it'd be good to give us a a quick recap and just give you a little bit of insight of what's going on and and school funding regarding uh the the project that have been going on uh with the previous Bond that's been passed got Billy Harland here with me um we're just going to have a little conversation so Billy you got anything to say real quick before we dive into it hey we're just excited to give you some news about what's going on with our current construction and then maybe what the future looks like for our financial situation here at Blooming Grove ISD yeah so we're going to do this again next uh the 19th um if you want to come out for a quick question and answer so um real quick and we'll share this uh we're I want to say again thank you to all the uh people that voted for our our previous Bond um a lot of work's going on uh I do want to say that there was extensive process that went into building those projects and out of that um a facility advisory committee set up things that we thought we needed to build and 11 of the 15 of those things went into into play and uh be on the lookout for those Bond updates but uh we intentionally left a few things out of that um from the last line um that would be an admin building our bus and maintenance uh turfing our facility our athletic facilities um and then classroom Furniture so those things were not in that last Bond uh but we're continuing to talk about those so really any quick update on what's going on with uh with our construction absolutely the elementary school is well underway as you as many of already you live in every day so uh we're getting ready to uh start adding on to the front of the building as planned and we're excited about that and pretty soon we'll have the the maximum price uh agreement to start on the high school and Junior High so you should you should see some work over here on on the high school and Junior High with our Fieldhouse our CTE buildings the expansion to those to get us those classrooms and all that so uh there is a lot that goes on with with funding in public education um we we as a team thought it would be important to to recap that and and so let's dive into that and let's talk about how how school school is funded uh really quick so um in in school funding there's 2 major buckets there there's 2 major ways that we find uh school education you have your mno and you have your ins mno is day to day that's our maintenance and operations ins is what the community voted on for bonds um Billy talk to us a little bit about how those don't go back and forth right absolutely so the state funds us and also with your local tax dollars that's how the maintenance and operation side happens uh your ins or interest in syncing is more like your home mortgage think of it that way or do you have a car loan something like that it's how we're borrowing money against our tax base to do buildings and things like that most emo budgets don't have millions and millions of dollars to update facilities so that's where the ins rate comes into play for 1 of the biggest things that I want the community to know and everybody to know is that these are 2 separate independent buckets and the biggest thing that um on the m&o side is that that money comes from local dollars that are created from our tax base and and then comes from State funding and when those that bucket fills up whichever 1 fills up first if the local fills it up then we don't get any state money if the local doesn't fill it up then we get State money but the biggest thing to know is is when that bucket starts overflowing it turns into what we talked about if recapture you might know that as Robin Hood so we're going to talk a little bit about recapture money and why that is impactful to Blooming Grove ISD in today's age so uh recaptures a unique deal like I said local dollars first our tax base State helps us get to what we need to operate every single day if there's excess it goes back to the state so anything on that billing no not not really I mean we're just trying to maximize the amount of money that we get per kid uh and we're judged on attendance rate so the the more your kids come to school the better you're off the school district is and the biggest thing that comes up with us going on in this community unique to us is that that there is a industry coming into this community currently right now in the form of solar um and I talked about that recapture right our local dollars compared to the State dollars um this is a good graph this goes from 2024 all the way to 2030 you can see that drastic increase that drastic increase is directly impacted by the solar farm that is coming out on Highway 55 what they refer to as the Calico Ranch project or torment solar project you can see that we're currently we're currently at 513 million based off of all the houses all the businesses all the things in just a couple of short years that's going to almost double and go up to close to 900 857 million so what I want the community to know with that coming in Blooming Grove could be potentially up to recapture money that we have to send send back to the state the conversations are coming up by no means there's anybody saying that we are calling another Bond or me and Billy are saying we we are calling other Bond but the conversations are going on about how to protect our dollars our communities dollars as this these facts are happening so so as that mno valuation goes to 857 million that doesn't mean we're going to get that degree of influx in our m&o we're not going to get millions and millions of dollars to be able to do the things that you got approved during the bond project last time right so it just gives you the opportunity to have that conversation of how do we utilize a a property value of 857 million because the biggest factor that a lot of people don't understand um is that ins funds are protected uh by recapture I asked cannot go into recapture so these are just conversations we're having the biggest thing is I want to invite you out on the 19th uh we've got a board meeting that night but we're going to do about a 30 minute question and answer before that we can go back through this presentation a lot goes on in school Finance but we're doing the best we can to protect our local dollars to make this the best District we can for our taxpayers for our kids for our staff and and make sure that we're just advancing the way and giving our students and kids things that they need so come out the 19th um 6:30 High School library answer any questions you have we're an open book here at Blooming Grove ISD um part of this is what everything everything we say every single day if we want to be the standard and this is just 1 piece of
